Licensing SAVI is pleased to recognise the Fifteens Group, whose full portfolio of pubs has recently achieved 5-star accreditation, for their commitment to venue safety.
The Fifteens Group operates a collection of stylish and quirky venues, primarily situated in the Wigan area, each with a strong community focus and a warm, family and dog friendly atmosphere. Their commitment to creating fun, welcoming spaces that are also safe for all visitors is reflected in their successful completion of the Licensing SAVI assessment.
The accreditations cover eight sites: Fifteens at Standish, Little Fifteen (Wigan), Harry’s Bar (Wigan), The Royal Oak (Wigan), Number Fifteen (Pemberton), Fifteens of Swinley, Fifteens (Lytham St. Annes) and Fifteens of Chester. Each venue has demonstrated a consistent approach to safety and security, reinforcing the group’s commitment to protecting its staff, customers, and the local communities it serves.

Licensing SAVI provides an online self-assessment for licensed premises, covering a wide range of topics including responsible drinking, drugs misuse, preventing violent behaviour, safeguarding vulnerable customers and improving physical security. Many of the recommended measures can be introduced quickly and at little or no cost.
The initiative helps venues meet the requirements of the Licensing Act 2003 and promote its four licensing objectives: the prevention of crime and disorder, the prevention of public nuisance, the protection of children from harm and public safety. A non-assessed section also provides guidance on counter terrorism.
Developed by Police Crime Prevention Initiatives (Police CPI) in partnership with the Home Office, Licensing SAVI is the first police award of its kind. Backed by the National Police Chiefs’ Council and Project Servator, it aims to reduce crime, improve safety and lower demand on emergency services. Recent research in Telford showed a 24% decrease in violence with injury offences and a 17.9% reduction in reported incidents for venues that had completed the assessment, demonstrating the initiative’s practical impact.
Fifteens Group’s achievement reflects their continued dedication to running welcoming, community-centred venues with safety firmly embedded in their operations. Their approach highlights the important role that responsible operators can play in fostering safer, more vibrant social spaces.
